Chennai, June 2026 - Tamil Nadu is considering a significant policy shift that could reshape one of India's largest alcoholic beverage markets: allowing international liquor brands to enter the state through its state-run TASMAC outlets. The move, aimed at boosting excise revenue and widening consumer choice, marks a decisive break from the state's long-standing restrictions on imported drinks.

After years of blocking bottled-in-origin (BIO) spirits and wines, Tamil Nadu authorities are exploring the entry of global liquor labels alongside stricter regulatory controls. The government believes introducing international brands could help retain consumers who currently purchase liquor in neighboring states, improve customer experience, and strengthen revenue collections.

The international drinks industry already clinched a decisive breakthrough with Tamil Nadu opening doors to imported brands formally. Global giant Diageo's four international brands have received price approval from the Tamil Nadu State Marketing Corporation (TASMAC), which controls wholesale and retail liquor trade:

  • Johnnie Walker Red Label
  • Smirnoff Black
  • Gordon's Dry Gin

TASMAC has placed orders with importing firm Brindco, which deals in Diageo brands.

Why Tamil Nadu is Making This Move

The policy shift addresses multiple fiscal challenges:

Leading global liquor manufacturers are expected to enter the state if they meet Tamil Nadu's excise duty requirements. Several popular liquor manufacturers operating in neighboring states have already expressed interest in entering the Tamil Nadu market, though pricing viability depends on the state's excise duty structure.

The government has also decided to refurbish and improve the ambience of TASMAC outlets to support the expanded product mix. While imported alcohol will reach elite shops first due to better storage facilities, improvements will extend to standard shops as well.

This development follows other significant liquor policy changes in Tamil Nadu under Chief Minister Joseph Vijay, who ordered the closure of 717 TASMAC liquor shops near religious places, educational institutions, and bus stands in May 2026. The government also reinforced the legal drinking age of 21 across the state.

The decision represents a major transformation for Tamil Nadu's liquor ecosystem after years of dominance by local distilleries. Several liquor companies have already approached the Tamil Nadu government, indicating strong industry interest in the opening market.

For consumers, the move promises more choice in whiskies, brandies, gins, and other international spirits previously unavailable through TASMAC outlets. For the state government, it represents a strategic attempt to balance revenue growth with tighter regulatory oversight.
