Built in 2013 over an area of about 11.8 acres at a cost of approximately ₹42 crore, it features a modern pink-blue astroturf that is globally certified and has a seating capacity of around 13,500 spectators.
The stadium serves as the home ground for the Punjab Warriors hockey team of the Hockey India League and was constructed as part of a broader plan by the Punjab government to enhance sports infrastructure, including multiple hockey and multipurpose stadiums across the state. Positioned opposite the Punjab Cricket Association Stadium, it was inaugurated by the Chief Minister of Punjab in September 2013 and named in honor of legendary hockey player Balbir Singh Sr. in 2021.
