According to local folklore, Lord Hanuman was given the responsibility of guarding Puri by Lord Jagannath. However, when Hanuman left for Ayodhya without informing Lord Jagannath, sea water entered Puri and caused damage to the Jagannath Temple.
Upon Hanuman's return, Lord Jagannath tied his hands and feet with a rope and instructed him to remain vigilant at the seashore. Since then, it is believed that the sea has never entered Puri again.
