It consists of three subdivisions: Kangpokpi-Sadar Hills West, Saitu-Gamphazol, and Saikul-Sadar Hills East. The area is geographically notable for its mild climate and hills surrounding the Imphal Valley on three sides, with several river valleys running through it.
The population is ethnically diverse, primarily consisting of indigenous Kuki tribes, along with Nepalis and Nagas, many living under economic challenges. Sadar Hills has an autonomous district council aimed at tribal protection and development, and although long demanded as a full-fledged district, it continues to face socio-political complexities due to ethnic diversity and boundary disputes in the region.
