Dedicated to Goddess Ragnya Devi, the temple is built over a sacred spring, which is believed to change colors, symbolizing divine messages. The name "Kheer Bhawani" comes from the traditional offering of kheer (sweet rice pudding) made by devotees to the goddess. The temple holds immense significance for Kashmiri Hindus, who consider Goddess Ragnya their Kuladevi (family deity).

The annual Mela Kheer Bhawani, celebrated on Jyeshtha Ashtami, attracts thousands of devotees from across India. The temple was originally constructed by Maharaja Pratap Singh and later renovated by Maharaja Hari Singh.
