For years, food safety enforcement was often seen as a regulatory exercise dominated by paperwork, compliance reports, and routine inspections. In Maharashtra, however, Food Safety Commissioner Tukaram Mundhe has brought a markedly different approach, launching aggressive field operations that are drawing attention across the state.
Recent raids, licence suspensions, food seizures, and action against major restaurant chains have signaled a shift toward stricter enforcement and public accountability.
Under his leadership, the Maharashtra Food and Drug Administration (FDA) has intensified surprise inspections at restaurants, hotels, warehouses, and food businesses. The focus has been on identifying hygiene violations, poor storage practices, pest infestations, expired products, and breaches of food safety norms. Rather than relying solely on documentation provided by businesses, officials have conducted on-site inspections to assess actual conditions in kitchens, storage facilities, and food handling areas.
One of the most high-profile actions came during a statewide inspection drive covering 104 outlets of major food chains, including Domino's, KFC, Pizza Hut, McDonald's, Subway, Burger King, Starbucks, and Monginis. The operation resulted in 95 improvement notices, suspension of multiple food business licences, and closure orders for establishments found to be in serious violation of food safety standards.
The FDA suspended licences of four Domino's Pizza outlets, including three in Mumbai and one in Satara district, after inspectors reported deficiencies related to hygiene, pest control, food storage, sanitation, and compliance procedures. Officials cited issues such as inadequate cleanliness, improper temperature monitoring, poor segregation of food products, and failure to follow inventory management protocols like FIFO and FEFO.
In addition, enforcement action was taken against a Pizza Hut outlet in Karad, where inspectors reportedly identified food safety concerns and operational non-compliance requiring immediate corrective measures.
The crackdown has not been limited to restaurants. FDA teams have also turned their attention to quick-commerce warehouses and distribution facilities. Several permits were suspended following inspections that uncovered hygiene and storage concerns. Particularly notable was action against a Blinkit facility, where officials reportedly found a significant cockroach infestation, resulting in cancellation of its licence. Reports also highlighted the seizure of expired soft drinks from warehouse premises. These actions reflect an effort to examine the entire food supply chain, from storage and distribution to retail sale.
According to reports and official actions highlighted during recent enforcement drives, authorities seized food stock worth more than ₹1.9 crore in a single operation. Enforcement teams also recovered gutkha valued at approximately ₹11 lakh as part of broader regulatory action against prohibited and unsafe products. Several establishments across Pune and Satara faced licence suspensions or cancellations after inspections revealed violations of food safety regulations.
Supporters of the drive argue that these actions represent a return to the core purpose of food regulation: protecting consumers. Food safety laws exist not merely to ensure documentation is in order, but to guarantee that food being served and sold is safe, hygienic, and properly stored. By emphasizing surprise inspections and visible enforcement, the FDA is sending a message that compliance must be demonstrated in practice, not just on paper.
Mundhe's tough enforcement style has earned both praise and scrutiny, but there is little doubt that Maharashtra's food businesses are facing a more rigorous regulatory environment than before. From multinational restaurant chains to local establishments and quick-commerce warehouses, the message is clear: food safety standards will be actively monitored and violations will carry consequences.
As inspections continue across the state, consumers can expect greater attention to hygiene, storage practices, and accountability in the food industry.
